AI Contract Overview
The U.S. Fish and Wildlife Service intends to award a sole-source, firm-fixed priced task order to Caterpillar Inc. under the USFWS Heavy Equipment Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for a single CAT 275XE Compact Track Loader equipped with forestry attachments to support the Wildland Fire Branch at Vandenberg Air Force Base in California. This action is taken under simplified acquisition procedures per FAR 13.501(a)(2), as the equipment is a commercial item with unique attributes—specifically, its hydraulic systems, operator controls, and manufacturer-backed service and support—that are critical to maintaining operational readiness during fire suppression and controlled burn missions. The unit will be integrated with an existing fleet to enable rapid deployment without the need to transport attachments separately, and vendor access to Air Force installations for maintenance and repairs is essential to minimize downtime. The acquisition is non-competitive, and this Notice of Intent serves only to solicit potential capability statements from other sources to determine if competition would be advantageous and cost-effective, with any response due by 2:00 p.m. EDT on August 7, 2026, submitted exclusively via email to the designated contracting specialist. The contract requires full compliance with FAR clauses covering commercial item terms, Buy American standards, and prohibitions against discrimination in workforce policies, along with mandatory use of the Invoice Processing Platform (IPP) for all payment requests. Delivery and performance will occur at Vandenberg AFB, with inspection governed by FAR 52.246-2, though no specific inspection location or packaging specifications are provided. No contract value has been disclosed, and while the underlying IDIQ vehicle sets the framework, the task order itself will be issued after purchase order receipt without defined delivery timelines beyond that trigger. The contractor must be capable of supporting the equipment onsite at a military installation, and while no security clearances or personnel requirements are listed, only those demonstrating clear alignment with the existing equipment fleet and service infrastructure will meet the government’s operational needs. No attachments, evaluation factors, or formal pricing data are included in this notice, as it precedes formal award and relies on the exclusivity of the chosen vendor for proven compatibility and reliability.

Full Description
This is not a request for quotes.
The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government’s intent to award a sole source, firm-fixed priced Task Order to Caterpillar Inc off of the USFWS Heavy Equipment IDIQ for the Compact Track Loader w/ Forestry attachments (CAT 275XE) for Vandenberg AFB Wildland Fire Branch, 860 Clark Ave. Vandenberg, CA 93437 per the Supply Requirement specifications.
This contract action is for commercial services under NAICS code 333120, Construction Machinery Manufacturing for which the agency intends to award with only one source under Authority, FAR 13.501(a)b), Simplified Acquisition procedures.
Caterpillar (CAT 275XE) has the preferred hydraulic cooler, operator controls, and service and support of any manufacturer. Down time of equipment repairs and waiting on parts can stop or slow down any required work or fire operations that the Compact Track Loader will be used on.
There are already multiple of these in use within the Wildland Fire Branch and this will allow the other modules to move the compact track loader to new areas without having to transport the specialized attachments for project work. With these units being used on Air Force bases for their fuels management and control burns, vendors that can travel onto the bases and service and support this equipment is vital.
FWS anticipates work to begin on the delivery of the supply after receipt of the delivery/ purchase order.
This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
Questions or comments to this NOI should be directed to Contracting Specialist, Fred Riley at fred_riley@ios.doi.gov no later than 2:00pm, EDT, Friday 8/07/2026. Telephone inquiries will not be accepted. Please indicate in the subject of your email: Notice of Intent Capability Statement Submission - DOIFFBO260146.
