This contract pertains to the repair and modification of the CABLE ROLLER ASSEMB under Navy Solicitation N0010425QNF04, with a strict requirement for Firm-Fixed Price (FFP) quotes submitted after a teardown and evaluation (TD&E) of delivered carcasses. Contractors have 120 days from receipt of each carcass to complete the TD&E and submit a binding FFP quote that includes detailed cost breakdowns for labor, new materials, teardown rates, repair turnaround time (RTAT), throughput constraints, and induction expiration dates. The RTAT is fixed at 108 days from receipt of the carcass, and failure to meet this deadline triggers automatic price reductions per unit, with potential for termination for default. All repairs must restore the item to original operational specifications using approved technical documents, drawings, and manufacturer standards, with final acceptance contingent on Government inspection. Packaging and marking must comply with MIL-STD-2073 and MIL-STD-129, respectively, including proper CAGE code and reference number labeling. The requirement is mercury-free by default; any intentional use of metallic mercury demands prior written approval, detailed engineering justification, and application of a warning plate. The contract is subject to DPAS DX rating, meaning it carries national defense priority and must be performed under Defense Priorities and Allocations System rules. It is a total small business set-aside under NAICS code 333923 with a size standard of 1,250 employees, and only small businesses may respond. Offerors not originating as the Original End Manufacturer must provide the OEM’s CAGE code and a signed authorization letter on OEM letterhead. Packaging performed at a facility other than the offeror’s requires disclosure of that facility’s name, address, and CAGE code. Payment is processed through WAWF using either a stand-alone receiving report or a combo report with invoice, and all delivery is FOB destination to Mechanicsburg, PA. The contract includes a one-year warranty from date of delivery and mandates the retention of inspection records for 365 days post-final delivery. All contractual documents are considered issued upon electronic transmission, email, or fax, and the award is bilateral, requiring written contractor acceptance. The solicitation prohibits any substitutions or design changes without prior written authorization from the Contracting Officer and imposes strict compliance with all applicable standards, with exceptions must be explicitly stated during quoting or risk forfeiture of price adjustments.

Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective.
