The Fleet and Industrial Supply Center Norfolk (FISCN) is seeking to award a firm fixed-price contract exclusively set aside for small businesses to procure one electric fork truck and one 26-foot electric scissor lift. This acquisition will be conducted in accordance with the Federal Acquisition Regulation parts governing commercial item acquisition and simplified acquisition procedures. The solicitation targets small businesses classified under NAICS code 333924, which pertains to industrial trucks and tractors manufacturing, with a small business size standard of 750 employees. The solicitation number N00189-11-T-0149 was posted in March 2011, and interested contractors are advised to download the complete proposal package from the official sources to ensure compliance with all required clauses and provisions. In a move to foster greater competition and transparency, the FISCN will use an online competitive reverse auction facilitated by FedBid, Inc., rather than traditional bid submission methods on the Navy Electronic Commerce Online (NECO) site. Vendors must register at FedBid, a no-cost platform, to participate and submit descending price bids during the auction period. Participants are expected to adhere strictly to fair bidding practices, avoiding manipulative tactics or collusion, with any violations potentially resulting in disqualification. Furthermore, vendors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award. For clarification or assistance, vendors can contact FedBid support or the designated points of contact provided by the contracting department.
