All bids are to be for the items listed, NO SUBSTITUTIONS WILL BE ACCEPTED, NO CHANGES TO THE ITEM, UNITS OF ISSUE, OR NUMBER OF UNITS ORDERED, FOR THIS CAN AND WILL VOID YOUR BID. Bids are for the exact item and how it is described. Writing ALL OR NONE will void the bid placed on those items. All awards in the amount of $3500.00 or less will be purchased on the Government Purchase Card and purchased as an as need basis. Awards over $3500.00 will be awarded on Standard Form 1449.
