The government is seeking to gather information and enhance industry understanding regarding the XM1140 Extended Range 40mm Non-Lethal Marking Cartridges. This announcement serves as a planning-level exchange of information in compliance with FAR 15.201, aiming to facilitate communication between government personnel and potential offerors who have proven experience in 40mm non-lethal extended range cartridges. One-on-one roundtable discussions will be held at Picatinny Arsenal over three days in mid-December, with each contractor allowed up to three hours for dialogue. These meetings provide an opportunity for participants to ask questions, provide comments, and review the government's draft requirements; however, no formal presentations are required and information shared during these sessions will remain confidential and not factored into any formal procurement evaluation. Interested parties must arrange meeting times in advance by contacting the designated government representative to ensure security clearances are processed. The government encourages only qualified companies with relevant capability to participate. While the one-on-one meetings are not part of the formal solicitation process, feedback gathered may influence the final Request for Proposal, which will serve as the official evaluation mechanism for awarding the contract. The focus is on exchanging technical details and clarifying requirements related to the non-lethal marking cartridge capability, helping to shape the future acquisition strategy for this specialized 40mm cartridge.
