Full Description

Under the authority of FAR 6.302-1, the U.S. Army Natick Contracting Division, 1 Kansas Street, Natick, MA on behalf of the United States Army-Soldier Systems Center, Natick, MA intends to negotiate and award a contract on a sole source basis with HDT Tactical Power, Inc. of 860 Douglas Way, Natural Bridge Station, VA 24579-0530 for 2 Five Ton Environment Control Units (ECU). This specific ECU is only produced by HDT Tactical Power, Inc.. These units were developed specifically for Force Provider under a military contract and are not available though commercial vendors. A Joint Concept Technology Demonstration evaluation is being conducted. The need is for this specific ECU, the PSI F-100, because it is currently fielded with Force Provider. Using any other ECU would skew the test results and will not allow actual performance as configured in the field to be measured. Nothing herein should be misconstrued as a request for proposal.
