The VA NY/NJ Veterans Integrated Service Network (VISN2) plans to negotiate a sole source contract with Carrier Corporation for the procurement of two mobile chiller units designed specifically to meet the unique operational needs of the Hudson Valley Healthcare System at Castle Point. The current facility relies on one unreliable chiller, and these two mobile units are intended to ensure proper temperature maintenance during the summer and future cooling seasons when planned construction will impact the main chiller plant. The specified Carrier chillers are 350-ton air-cooled units mounted on 48-foot flatbed trailers, equipped with two 950 gpm pumps, and meet strict requirements such as quiet operation, making them suitable for the facility's proximity to residential areas, as well as fitting into constrained plant spaces without disrupting existing systems. This procurement is conducted under a justification of other than full and open competition, citing that Carrier is the sole vendor able to meet the technical and spatial constraints. The acquisition will follow applicable Federal Acquisition Regulations (FAR), and although this notice is not a solicitation for competitive proposals, potential interested parties are invited to present evidence by a specified deadline if competition would benefit the government. Carrier chillers are already in use elsewhere within VISN2, implying minimal additional training is necessary. Ancillary services such as startup, delivery, training, and necessary equipment installation are included, and the turnaround time for delivery is within 16 weeks. The Government reserves the right to accept or reject requests for competition and clarifies that it is under no obligation to award a contract or compensate for information submitted in response to this notice.

Full Description

VA NY/NJ Veterans Integrated Service Network (VISN2) intends to negotiate a sole source procurement with Carrier Corporation for two Mobile Chiller Units as the only vendor capable of providing this product compatible with the unique requirements of the Hudson Valley Healthcare System (Castle Point) The Hudson Valley facilities currently have one operational chiller that is unreliable. The purchase of the two mobile chillers will enable Castle Point to properly maintain the facility at the proper temperatures throughout the summer months. The new chillers will also be used for future cooling seasons as planned construction work on the chiller plant will require that the facility have additional cooling onsite. The Carrier Mobile Chiller Units meet the following unique requirements and include the following specs: (2) 350-ton air cooled chillers 460V/3PH model #30XV-3506M40-53-0 mounted on 48' flatbed trailers with (2) 950 gpm pumps with check valves and 120ft of head pressure on each trailer. Ancillary items shall include startup, delivery, training, oil heaters, strainer, valves etc. Turnaround time is within 16 weeks. Carrier products are used at other facilities within VISN2 so training on these chillers is expected to be minimal Based on the location of the Hudson Valley facilities and their proximity to residential areas, the Carrier Chillers include a quiet fan system that will allow the chillers to run 24/7 with little to no negative noise impact on the surrounding environment. Based on space considerations at Castle Point, the Carrier Chiller unit is the only one which will fit in the tight confined space around the chiller plant while not adversely affecting other systems. We intend to conduct this procurement in accordance with FAR 13.106-1(b)(2) and under the authority of FAR 6. 302-1 as no other vendor will satisfy agency requirements. This is notice of intent is NOT a request for competitive proposals. However, interested concerns may submit clear and convincing evidence that competition of this requirement would be advantageous to the Government via e-mail to: Christopher Ward, Contracting Officer, at contact@example.gov no later than 12:00 PM EST on Friday, March 8, 2019. NO TELEPHONE CALLS WILL BE ACCEPTED. A justification for other than full and open competition is prepared in support of this acquisition. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a separate competitive procurement. Disclaimer: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. No reimbursement for any costs associated with providing capability statements will be provided by the Government. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
