The US Army Contracting Command at Aberdeen Proving Ground, through its Natick Contracting Division, seeks to procure up to 72 Mobile Integrated Remains Collection Systems (MIRCS) to support the US Army PM-Force Sustainment Systems program. Guild Associates of Dublin, Ohio, is identified as the sole manufacturer capable of meeting the delivery requirements, making this acquisition a sole-source procurement under applicable federal regulations. This decision follows detailed market research and program history, emphasizing cost savings and urgency, as these systems are currently in active deployment and any delays due to new contractor setup or testing would significantly impact troop readiness. This procurement is designated as a small business set-aside under NAICS code 333415, with a size standard of 750 employees, and aligns with the FAR clause 6.302-1(a)(2) governing sole-source awards. The contract process discourages telephone inquiries, directing all questions to the assigned Contract Specialist via email. The emphasis on continuity, cost-effectiveness, and timely support to operational forces highlights the critical nature of this acquisition within the Department of Defense’s logistical framework.

Full Description

The US Army Contracting Command - Aberdeen Proving Ground (Soldier, Chemical, Research & Test), Natick Contracting Division, Natick, MA, has a requirement in support of US Army PM-Force Sustainment Systems to procure up to 72 Mobile Integrated Remains Systems (MIRCS) in order to complete the requirements of this program. Guild Associates of Dublin, OH is currently the only manufacturer of these systems and is the only one that can meet the proposed delivery. Given the history of this program, along with Market Research that has been conducted by technical experts, this is the best cost savings for the Government. Having to set-up a First Article Test and a new production line with a new contractor, for such a small quantity, would drastically impede the fielding schedule for deploying troops. These systems are currently being deployed in Theater at this time. This acquisition will be procured under 10 U.S.C. 2304(c) (1) as implemented by the Federal Acquisition Regulation (FAR), paragraph 6.302-1(a)(2), entitled "Only One Responsible Source". This acquisition will be a set aside for small business. The North American Industry Classification System (NAICS) code is 333415. The Standard Industrial Classification (SIC) Code is 8711 and the Small Business Size Standard is 750 employees. Telephone calls will not be accepted. Questions may be sent to Huy Le, Contract Specialist, via e-mail at contact@example.gov.
