The Department of Veterans Affairs Honolulu Medical Center requires a specialized upgrade to its air conditioning control system, specifically the replacement of the ACC Munters Controller. This procurement involves purchasing and installing key components, including a Human Machine Interface, an HMI bracket, and a factory-programmed PLC, to modernize and ensure the continued efficient operation of the existing HVAC system. The contract is designated as a sole source, with Munters Corporation identified as the only available provider capable of meeting the technical requirements due to proprietary software and system compatibility considerations. The acquisition is classified under NAICS code 333415, which pertains to manufacturing air-conditioning and refrigeration equipment, and is subject to the Service Contract Act Wage Determination No. 2015-5689. The project includes detailed scope of work, scheduled for installation during a specific three-day window in February 2026, with a 12-month warranty on workmanship and programming. The contractor must provide comprehensive documentation, including updated wiring diagrams, operational sequences, and troubleshooting instructions, while adhering to federal records management and security protocols. The procurement process emphasizes strict compliance with federal acquisition regulations, including registration in the System for Award Management (SAM), and requires potential offerors to demonstrate their capability to supply the specified proprietary components. Supporting documentation, including sole source justifications and draft statements of work, underscores the necessity of a sole source approach due to the proprietary nature of Munters products and the specialized technical support required for system integration and ongoing maintenance.
