The Department of Veterans Affairs, through the Veterans Integrated Service Network 2 and the James J. Peters VA Medical Center, awarded a firm-fixed-price contract to Carrier Rental Systems Inc. for the procurement of a mobile chiller system. This acquisition, identified by solicitation number 36C24223Q0668 and award number 36C24223P1428, was executed on a sole source basis under FAR 13.5 and FAR 13.106-1(b) because Carrier Rental Systems Inc. is the original equipment manufacturer and sole authorized distributor. The requirement involved replacing an existing air cooled chiller with an updated model, 30XV-3506ML01G4D3, designed for installation on a pre-piped trailer equipped with specific VFDs, pumps, and electrical configurations. The contract was awarded on August 8, 2023, for a total amount of 415,000.00 dollars. Classified under NAICS code 333415 and FSC code 4140, the procurement was justified by technical and space constraints that limited the government to a single responsible source. The agreement specified a delivery timeline of 65 weeks, with price reasonableness determined through a review of prior procurements. The project supports the VA Hudson Valley Healthcare System in maintaining critical infrastructure.
