The Department of Homeland Security and the National Institute of Standards and Technology’s Office for Law Enforcement Standards are seeking information on commercially available chemical, biological, and radiological (CBR) decontamination equipment or materials. The purpose is to compile data for a CBRN Decontamination Equipment Guide intended to assist emergency first responders. The equipment sought should be portable, rugged, easy to use, with minimal setup time, and powered by standard or rechargeable batteries, suitable for personnel and equipment decontamination in various emergency scenarios. Both mature commercial-off-the-shelf products and emerging technologies or prototypes are encouraged to participate, providing detailed specifications regarding the types of agents decontaminated, operational capabilities, effectiveness, durability, and training requirements. This is a solicitation for information rather than a formal request for proposals; no contracts will be awarded based on the submissions. Respondents are invited to submit their data at no cost and at their own risk by a specified deadline, to the Battelle Eastern Science & Technology Center. Point of contact information is provided for questions or submissions. The effort supports the development of tools and resources necessary for first responders to efficiently and effectively manage CBR incidents using state-of-the-art decontamination solutions.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
