Solicitation # SPE4A7-26-T-750Y
Solicitation SPE4A7-26-T-750Y is a request for quotations issued by the Defense Logistics Agency Aviation for the procurement of two aircraft adapter bodies, identified by NSN 4933-01-591-6342. The required delivery date is July 16, 2027, with delivery to the DLA Distribution DDSP New Cumberland Facility. This procurement is a non-small business set-aside, though a price evaluation preference is available for SBA-certified HUBZone small business concerns. Notably, the government explicitly prohibits the use of additive manufacturing for these items, and any offers utilizing such processes will be ineligible for award. The contract mandates strict adherence to technical and quality requirements, including destination inspection and acceptance per FAR 52.246-2. Sampling must follow MIL-STD-1916, ASQ H1331, or a comparable zero-based sampling plan. Packaging and marking must comply with ASTM D3951 and MIL-STD-129, with DLA Master List requirements taking precedence. Due to the nature of the technical data, the contract is subject to ITAR and EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification. Additionally, the award requires compliance with CMMC Level 2 certification and DFARS 252.204-7012 for safeguarding covered defense information. Invoicing and payment must be processed electronically via Wide Area WorkFlow.

The Naval Surface Warfare Center - Panama City Division (NSWC-PCD) intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to Undersea Systems International, Inc. doing business as Ocean Technology Systems of 3133 W. Harvard Street, Santa Ana, CA 92704 for purchase of ten (10) each MK-8 Mod1 Seal Delivery Vehicle (SDV) Diver Transceivers P/N 7648324; NSN 5895-01-542-8503. The purchase is not suitable for full and open competition for the following reasons. All of the communication systems diver transceivers implemented on the SDV MK-8 MOD1 to date have been purchased from Ocean Technology Systems. These items contain proprietary engineering technology that no other manufacturer could duplicate. The diver transceiver is identified on Naval Sea Systems Command (NAVSEA) approved Source Control Drawing 53711-7648324 that identifies Ocean Technology Systems as the single source, which preclude substitution of items without comprehensive qualification testing. As the original equipment manufacturer (OEM), Ocean Technology Systems is the only source with sufficient in-depth knowledge of the diver transceiver design and configuration that could provide the required items as well as accomplish repairs. In summary, there are no other possible sources that can satisfy this requirement. Interested offeror(s) may submit request(s) for qualification on future requirements via e-mail to Contract Specialist – Ted Blume at contact@example.gov by 21 Sep 2012. Requests must be marked with this synopsis designation number and should include the offeror’s name, address, telephone number, commercial and government entity (CAGE) code, point of contact, and clearly identify the offerors capabilities. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely with the discretion of the Government. The NAICS code is 334419. The Small Business size standard is 500 employees. FSC 4220.
