Full Description

The Naval Surface Warfare Center Panama City Division (NSWCPCD) intends to solicit InnerSpace Systems Corporation (ISC), 1711 Midway Court, Centralia, WA on a sole source basis for the acquisition of engineering and configuration management services for the MK-28 Underwater Breathing Apparatus (UBA). The MK-28 UBA is a certified Navy life support system. Engineering changes to the MK-28 system as well as documentation of these changes are required in order to conform to other mission scenarios. This procurement is sole source for the following reasons. By the Government’s choice to pursue a commercial off-the-shelf (COTS) rebreather, all manufacturing rights and intellectual property are owned by InnerSpace Systems Corporation (ISC). ISC owns the intellectual data rights to the system and they are the only vendor capable of making the necessary drawing changes and supporting NSWCPCD with implementing Navy engineering changes to the existing system. It is not possible for another vendor to make changes to the proprietary data of the MK-28. Delivery will be FOB to the Naval Support Activity - Panama City, 110 Vernon Avenue, Panama City, FL 32407-7001. The resultant contract will be a firm fixed price purchase order. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) Database. Registration may be accomplished by accessing the CCR website at http://www.ccr.gov/. NAICS Code 541330 applies. FSC is 4220. The Request for Quote will be issued on 23 February 2012. The award will be on or about 16 March 2012, and it will be based on a fair and reasonable price.
