This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from incumbent BAE Systems Technology Solutions and Services, 1601 Research Blvd., Rockville, Maryland 20850-3173 for approximately 220,000 (Two hundred twenty thousand) hours of Engineering and Technical Services along with associated Travel and Materials under contract N00421-07-C-0013 for the continuance of technical and engineering services to support continued research, and development, evaluation, engineering, integration, testing, logistics, alteration, installation, training, and hardware support of External Communications (EXCOMM) systems while the follow-on contract is being completed. This acquisition covers an extended period of performance of approximately six months that will run from 1 Feb 2012 to 31 Jul 2012. This procurement is necessary as the current contract is scheduled to expire 31 Jan 2012. Due to the ongoing nature of the projects currently being performed under contract N00421-07-C-0013 and the need to continue these services without a break in work, BAE Systems Technology Solutions and Services is the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The incumbent contractor (BAE Systems) currently has fully trained personnel and a fully developed management system in place for execution of the required work. Resolicitation for the six month period would not only result in a break in service, but would incur excessive costs to the Government. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. For information contact Linda Ebbets, Code 2.5.1.2.4.4, via email: contact@example.gov. Per FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE Systems Technology Solutions and Services is the sole source capable of providing these efforts without creating the impact on the fielded systems, sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services for this short period of performance prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competitition, this will be procured on a sole source basis.

Next Generation Tactical Radio (NGTR)
Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) intended for U.S. Navy and Marine Corps aircraft. The NGTR is designed as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. Key technical requirements include support for voice and data waveforms in the VHF and UHF bands with operational capabilities up to 6 GHz, including specific support for SINCGARS, MUOS, and SATURN. The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled unit, and a modular Open architecture utilizing OpenVPX and VNX+ standards to facilitate rapid upgrades and obsolescence management. Security is a critical component of the NGTR, requiring a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards, as well as compliance with Zero Trust architecture and Risk Management Framework (RMF) controls. The system must also adhere to NSTISSAM TEMPEST 1-92 and CNSSAM standards. Prospective contractors must demonstrate expertise in agile development, Model-Based Systems Engineering (MBSE), and the ability to obtain Top Secret security clearances. The anticipated acquisition timeline includes an Industry Day in the first quarter of FY27, a final RFP release in the fourth quarter of FY27, and a contract award in the second quarter of FY28, with target fleet delivery scheduled for mid-2034.
