Solicitation SPE8E6-26-T-4480 is a total small business set-aside request for quotations issued by DLA Troop Support for the procurement of 88 fire extinguishers, identified by NSN 4210-01-631-6905. The contract is a fixed-price agreement with delivery required within 87 days after order. All items must be delivered FOB destination to DLA Distribution San Joaquin in Tracy, California, where both inspection and acceptance will occur. The contractor must adhere to strict packaging and marking standards, including MIL-STD-2073-1E for packaging, MIL-STD-129 for marking, and RP001 for palletization. Because the items are hazardous materials, the supplier is required to provide Safety Data Sheets (SDS) and hazard warning labels in compliance with 29 CFR 1910.1200 and Federal Standard No. 313-E prior to award. Additionally, the procurement incorporates the Buy American Act and Berry Amendment requirements, and prohibits the use of additive manufacturing for the supplied items. This product labeling is required for hazardous materials delivered to the Government.
3. Finally, suppliers must train their employees on the new safety data sheets, hazardous communication labels, and requirements of 29 C.F.R. 1910.1200.
