This procurement is 100 percent restricted to SBA certified HUBZone firms. First Article Test and Report required. Resultant award is anticipated as a firm, fixed price, three year, IDIQ type with three Ordering Periods (OPs). Minimum quantity per order is 500 each. Estimated issue date by 30 Mar 2009. Description: Heater, Air Electrical, Filter Unit, M3, NSN 4240-00807-6850, manufactured to MIL-PRF-51191F Performance Specification. This item provides heating air supplied from Gas Particulate Filter Units (GPFUs) to personnel wearing Nuclear Biological Chemical (NBC) protective asks during cold weather. The approximate overall size is 7.32 inches by 5.95 inches by 4.25 inches. This part is electromechanical and required a First Article Test (FAT). This solicitation incorporates a Technical Data Package (TDP). The TDP will be available for download from the Internet once the solicitation is posted at https://aais.ria.army.mil/aais/SOLINFO/index.htm. Clicking on Download TDP for this solicitation will direct to the FBO login page. The Contractor has to be registered in the Joint Certification Program (Export Control) in order to access the TDP. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided.
