Full Description

Proposed acquisition is for a fixed price, turn key performance contract to provide manufacturing equipment to optimize existing equipment which will be used to manufacture the M40 Series Protective Mask. Several NAICS codes are applicable. Advertis ement is also cross referenced under NAICS Code 238990 (All Other Specialty Trade Contractors).The extent of work covered includes Design, Fabrication, Procurement, Installation and Prove-Out of the equipment. Installation is applicable Bldgs. 63-100 an d 63-200. Site visit recommended. Contractor shall provide for all building & equipment modifications, utility tie-ins as necessary. Government Furnished Equipment/Materials will be listed in the solicitation. RTV dispenser shall be able to dispense adhe sive to the entire circumference of the bottom flange, front voicemitter housing IAW Dwg 5-1-1006. RTV dispenser shall be able to pneumatically pump adhesive from a five gallon container. Dispensing mechanism shall be able to dispose approximately a 1/16 i n. bead of adhesive. Dispenser shall include a pump & a regulator & a holding mechanism to support the face piece & a rotating table to rotate the face piece while the adhesive is being dispensed. Controls shall include, as a minimum, two hands palm butto ns to cycle the machine, separate start/stop switch, an auto/manual ON switch, an emergency stop and an adhesive auto ON switch. The frame to support the RTV dispenser shall be constructed of all welded steel plate or square and rectangular steel tubing, a ll metal surfaces shall be primed and painted. Free standing frame is required. Motor on turntable shall be a variable speed. Machine shall be wired for 115V, 1 Phase, 60 Htz. The following are required: Eyelens Crimpers (2) each; Embosser, laser; Infrar ed Drying Oven with Conveyors; Printing System; Tape Machines (2); Vacuum Bag Sealer; Air Compressor; General Equipment Installation Magnitude of Construction/Installation (ONLY) between $100,000 and $250,000. Contractor is responsible for disposal of excess removed material: Proceeding is not all inclusive. All work is to be IAW Pine Bluff Arsenal Technical Specification No. TS-2006-ET-04, entitled M40 MASK OPTIMIZATION PROJECT, dated August, 2006. F.O.B. Destination, Pine Bluff Arsenal, Arkansas 71602-9500. Performance Period 210 Days After Contract Award Date. Award is anticipated for mid December, 2006. Solicitation to be issued on or-about 01 Nov 2006. Subcontracting opportunities are anticipated. Acquisition is unrestricted. All responsible sources will be considered by the Contracting Officer.
