The U.S. Army RDECOM Contracting Center, Natick Contracting Division, representing the Shelters Technology, Engineering & Fabrication Directorate, plans to award a firm fixed price purchase order on a sole source basis to HDT Tactical Systems, Inc. of Solon, Ohio, for a Fan Filter Assembly essential to the AMEDD Small Shelter (A2S). This electronically driven fan forces potentially contaminated air through chemical and biological filters to provide clean air inside the shelter while maintaining overpressure. The procurement is issued without a solicitation document, as the assembly must be compatible with the Collectively Protected Expeditionary Medical Facility (CP-EMF), a system currently being fielded, and HDT Tactical Systems is the sole provider whose product has been tested and proven as part of the CP-EMF program. Market research confirmed no alternative sources offer a compatible product, and any substitution would require extensive retesting to ensure operational effectiveness under all environmental conditions. Interested parties had the opportunity to identify themselves prior to the deadline of September 25, 2011. The contracting office is located at the RDECOM Contracting Center - Natick, with Kendall Leibman serving as the contract specialist and primary point of contact. The procurement falls under NAICS code 333411, related to industrial fan and blower manufacturing.
