AI Contract Overview
The contract issued by the USGS Columbia Environmental Research Center involves the removal and replacement of an existing centrifugal pump with two redundant inverter-duty centrifugal pumps equipped with appropriately sized Variable Frequency Drives (VFDs) and associated controls. The new pumps must meet performance specifications including a flow rate of 200 gallons per minute and a head range between 120 and 200 feet. The VFDs installed shall feature bypass and BACnet communication capabilities, alongside digital flow and pressure measurement devices with BACnet integration on suction and discharge lines. Redundant piping with bypass arrangements will replace the existing piping to support operational continuity and future expansion. Installation must be compliant with National and Local Electrical Codes and allow easy maintenance access. The scope of work encompasses the full range of materials, labor, equipment, travel, and supervision to ensure adherence to all applicable federal, state, and local regulations. The work is scheduled to be performed in Boone County, Missouri, with a strict performance window of 30 days following the notice to proceed. This firm-fixed-price small business set-aside solicitation (NAICS 333914) was posted in May 2026 with a proposal deadline of May 29, 2026. A site visit is strongly encouraged, scheduled prior to the submission deadline. The contract includes comprehensive federal clauses covering labor standards, safety, environmental, and compliance requirements, including Wage Determinations, OSHA standards, and Buy American Act considerations. Bonding requirements are addressed through a performance and payment bond, as added via an amendment. Evaluation for award will consider price and non-price factors such as past performance and the technical approach, emphasizing best value rather than lowest price alone. Invoicing and payment must be conducted electronically through the Department of the Interior’s Invoice Processing Platform. Final inspection and acceptance will occur onsite at the USGS Columbia facility by designated government representatives. The contract requires adherence to strict reporting, indemnity, and accident notification provisions, ensuring comprehensive oversight and contractor accountability throughout performance.
