AI Contract Overview

The contract involves a modification to an existing Defense Logistics Agency (DLA) agreement with Dresser-Rand Reciprocating Products to incorporate additional Navy requirements for the repair and overhaul of Hi Pac/Lo Pac compressors and related components used on U.S. Navy vessels, as well as in both Department of Defense and non-DoD settings. This update expands the scope of services to include Performance Based Logistics Mini Stock Point (PBL-MSP) responsibilities, where Dresser-Rand will manage inventory storage and issuance, ship serviceable equipment directly to end users promptly upon request, and handle transaction item reporting. The Mini Stock Point concept functions as a commercial depot model that enhances contractor accountability and streamlines support to Navy operations. Moreover, while the contract modification primarily targets Dresser-Rand, the solicitation will be re-opened for consideration if other qualified entities express interest by contacting the contracting officer for additional details. This ensures competitive opportunity and allows potential new participants to engage if they meet the qualifications. The arrangement strengthens logistical and maintenance support for critical compressor systems, contributing to operational readiness and sustainment of naval assets.

Full Description

The Government intends modify an existing DLA contract, SP0760-02-D-09731, with Dresser-Rand Reciprocating Products, Painted Post, NY, (CAGE: 0AT62) to add Navy requirements for the repair and overhaul of Hi Pac/Lo Pac compressors and associated components that are installed on U.S. Navy ships and used in DOD and non-DOD applications. The modification will also include the requirements for a Performance Based Logistics Mini Stock Point (PBL-MSP) between Dresser-Rand and the Naval Inventory Control Point (NAVICP). The Mini Stock Point (MSP) program is a commercial depot concept that expands the role of the contractor whereby they shall be responsible for storing and issuing inventory, shipping serviceable equipment directly to the user upon demand, and transaction item reporting. The solicitation will be re-opened if qualified parties, other than Dresser-Rand, contact the Contracting Officer for additional information.
