The contract entails the procurement of a closed-loop high pressure water blast system designed primarily for the removal and containment of paint and non-skid coatings from ship decks and other horizontal or near-horizontal surfaces. The system will consist of three integrated components: an ultra-high pressure pump and blast guns; a deck blaster assembly operated manually by a user for simultaneous blasting and vacuuming of horizontal surfaces; and a vacuum generation and filtration system that collects wastewater and debris, processes solid waste for disposal, and recycles filtered water back into the pump. The high pressure pump will utilize both fresh water supplied at the site and recycled water from the filtration system. For operations involving blasting other surfaces such as tanks and bulkheads with manually operated guns, the vacuum filtration subsystem will not be employed. All necessary equipment including pumps, tanks, hoses, piping, fittings, and control boxes must be provided by the offeror to fulfill the specification. This is a firm fixed-price contract with logistics and technical data requirements and includes provisions for a limited number of contract options. It is set aside entirely for small business participation, aiming to acquire commercial items as defined by federal regulations. The solicitation was scheduled to be issued on July 26, 2002, by the Naval Air Warfare Center Aircraft Division under the Department of Defense. The contract reflects a focus on environmentally responsible and efficient surface preparation through water blasting with integrated waste containment and recycling capabilities.

Full Description

This requirement is for a closed-loop high pressure water blast system, with optional soluble abrasive injection, that will allow removal and containment of paint and non-skid from ship decks and other horizontal (or near horizontal) surfaces. The system shall also have provisions for blasting of other surfaces (tanks, bulkheads, etc.) via use of manually operated blast guns. The system is composed of three main parts that shall operate in conjunction with one another; a.) Ultra High Pressure Pump and Blast Guns, b.) Deck Blaster Assembly, and c.) Vacuum Generation & Filtration system. Specifically, the pump will generate pressurized water for the deck blaster using both fresh makeup water provided at the work site, and recycled water issued from the vacuum & filtration system. The deck blaster, while being manually controlled by an operator, will simultaneously blast and vacuum a horizontal surface. During operation of the deck blaster, the vacuum generation & filtration system will evacuate the wastewater and paint chips from the blaster, process the solid waste for disposal, and filter the water for reuse in the high pressure pump. For blasting other surfaces using the manually operated guns, the Vacuum & Filtration System will not be used. All accessories such as pumps, tanks, hoses, interconnecting piping/fittings, and control boxes necessary for this process shall also be provided by the offeror to satisfy the requirements of this specification. This procurement will be firm fixed price, includes requirements for logistics and technical data, and has provisions for a small amount of contract options. This requirement shall be fulfilled by supplying ?commercial items? (as defined in section 2.101 of the Federal Acquisition Regulations.
