The U.S. Army Medical Research Acquisition Activity (USAMRAA), supporting the U.S. Army Aeromedical Research Laboratory (USAARL), plans to directly negotiate with MTS Systems Corporation for the purchase of a SilentFloTM hydraulic power pump system. This firm-fixed-price procurement is intended to provide a unique, low-noise hydraulic pump that powers existing dynamic material test equipment, specifically the MTS Landmark Material Test System and the MTS High Rate Material Test System. The SilentFlo hydraulic pump system is designed to be compatible with existing equipment, allowing it to operate in conjunction with another hydraulic pump to power either or both test systems, typically one at a time. Notable for its clean oil supply and safety features, this pump ensures precise testing conditions demanded by aerospace-quality servovalves and is the only product that meets the Government’s minimum essential specifications. MTS Systems Corporation is the sole distributor and source for this specialized SilentFlo hydraulic pump, leading the Government to pursue a sole-source procurement without competition. Interested suppliers must submit evidence that clearly demonstrates their capability to meet the exact requirements set forth, but this is primarily a notice of intent rather than a solicitation for competitive bids. Responses are due within 15 days from the notice’s publication, after which the purchase may proceed without further review if no qualified alternative sources properly respond. The contract falls under NAICS code 333996, with a size standard of 500 employees, and all inquiries and capability statements must be submitted to the designated contracting officer by the specified deadline.

Full Description

The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL) intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with MTS Systems Corporation, 14000 Technology Drive, Eden Prairie, MN 55344-2247, for the award of a firm-fixed price commercial Purchase Order for an SilentFloTM hydraulic power pump system. The MTS Systems Corporation SilentFlo hydraulic power pump system is required to power existing dynamic material test equipment (MTS Landmark Material Test System, purchased under W81XWH-09-P-0019) at its maximum testing rates. The support equipment/hardware/controls for the pump is required so that the pump can be co-located, connected, and compatible with an existing hydraulic pump (MTS 505.20) to allow either pump to power either or both existing and co-located dynamic material testing equipment (MTS High Rate Material Test System, model#: 312.31 and MTS Landmark Material Test System, model#: 370.10). The pump will typically power only one system at a time. The pump is required to be compatible with both devices (MTS High Rate Material Test System and MTS Landmark Material Test System). The SilentFlo hydraulic pump unit is unique in the industry based on its low acoustic noise levels and the design is specific to material and structural test labs which require extremely clean oil to supply aerospace quality servovalves. The pump includes many safety features and interlock functions to protect the test equipment and test results by providing clean constant pressure oil supply. Additionally, this was the only item identified by the requiring activity that meets the attached specifications (follow the Additional Documentation link below to locate the Minimum Essential Characteristics attachment). MTS Systems Corporation distributes directly and is therefore the only source that can satisfy the Government's requirement. Therefore, the Government expects to purchase this SilentFlo hydraulic pump unit directly from MTS Systems Corporation without competition. The North American Industry Classification System (NAICS) for this requirement is 333996 and the size standard is 500 employees. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 15 days after the publication of this notice, the purchase will be awarded without further remark. All questions and responses concerning this notice shall be emailed to Ms. Lisa Zarick at contact@example.gov. Interested concerns must identify their capability in writing to the above e-mail address or by mail to the address listed below no later than 5:00 pm Eastern Time, Friday, 5 September 2014. Contracting Office Address: US Army Medical Research Acquisition Activity, ATTN: MCMR-AAA, 820 Chandler Street, Frederick, MD 21702-5014 Point of Contact: Lisa Zarick
