The contract pertains to the procurement of five centrifugal pumps intended for repair or modification, identified by NSN 7H-4320-014429981-PP with technical documentation version 004, under FOB origin delivery terms. The government does not hold data rights or ownership of the technical information necessary to source this part from alternative suppliers, and both acquiring the data and reverse engineering the component have been deemed uneconomical. As a result, the procurement will proceed as a sole-source action under FAR Overhaul 6.103-1, with no requirement for competitive bidding unless the Government determines otherwise based on responses received. Interested parties may express their capability to fulfill the requirement, but submission of proposals does not guarantee a competitive solicitation. Technical specifications, standards, and related documents can be accessed via the DODSSP portal or through ASSIST-Quick Search, though drawings, patterns, and deviation lists are not available through these channels. The procurement is not governed by the commercial item acquisition policies under FAR Part 12, reflecting the specialized and non-commercial nature of the item. The contracting office is the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, with Tyler Curfman designated as the primary point of contact for inquiries. Responses are due by August 24, 2026.

Propulsion and Mechanical Systems OverhaulThis contract pertains to the comprehensive inspection, maintenance, and repair of propulsion and mechanical systems aboard naval vessels, including main engines, reduction gears, shafting, propellers, and supporting auxiliary systems such as pumps, compressors, and HVAC equipment. Work under this subcontract is focused on ensuring operational readiness and longevity of critical mechanical components through scheduled and reactive servicing, with all activities aligned to military standards and safety protocols. The contract is designated as a Total Small Business Set-Aside under the SBA program, exclusively available to small businesses as defined by the Small Business Administration, and is classified under NAICS code 811310 for mechanical repair and maintenance services. The contract is issued by the Department of Defense through the Mschq Norfolk office and is posted for solicitation as of July 10, 2026. Although specific performance locations and point of contact details are not provided, services are expected to support naval operations, likely requiring work at designated Navy facilities or aboard ships in port. The subcontract nature indicates that the winning small business will likely perform the work under a prime contractor, but the set-aside status ensures that only small business entities may bid, promoting small business participation in defense-related mechanical maintenance. All activities must comply with federal acquisition regulations and defense sector quality and safety benchmarks.
