This contract concerns the procurement of two units of a rotary pump (NSN 1H-4320-016407288-X5, TDP Version 003), with delivery designated for both DLA Distribution centers in New Cumberland, Pennsylvania and San Joaquin, California. The Department of the Navy, acting through Navsup Weapon Systems Support Mech in Mechanicsburg, PA, manages the solicitation. The pump is subject to a Total Small Business Set-Aside under SBA guidelines (FAR 19.5), with a response deadline of November 7, 2025, and the solicitation available as of October 7, 2025. The Government does not have ownership of the technical data or rights necessary for repair or broader manufacture from additional sources, nor does it consider reverse engineering or data acquisition cost-effective. As a result, procurement will occur through a single-source negotiation authorized under FAR 6.302-1, though interested parties may submit their qualifications or proposals for consideration within specified deadlines. Only qualified manufacturers, products, or services at the time of award will be eligible, conforming to FAR clause 52.209-1. While the notice is not a call for competitive proposals, received submissions will be reviewed for the potential to enable future competition. The acquisition does not utilize FAR Part 12 (Acquisition of Commercial Items), but commercial alternatives can be proposed within 15 days of notice for Government assessment. For further information, the primary contact is Haylea E. Winand at Navsup Weapon Systems Support Mech.
