AI Contract Overview

The contract involves the procurement of four units of a specific centrifugal pump (NSN 7H-4320-014379657-PP, TDP VER 002) with delivery FOB origin, meaning the government takes ownership once the items are shipped from the supplier's location. The government does not possess the data rights or the necessary documentation to purchase or repair this part from alternative sources, as acquiring such data or rights has been deemed uneconomical. Consequently, reverse engineering the part is also considered unfeasible. Interested parties can access relevant military and federal standards, specifications, and qualified product lists through the DoD Single Stock Point (DODSSP) and ASSIST-Online, although certain detailed documents like patterns and drawings are not stocked there. The government intends to award this contract on a sole-source basis under FAR 6.302-1, indicating that only one source is considered capable of fulfilling the requirement. However, other responsible vendors may express their interest and capability within 45 days of the notice, and their proposals will be considered, though the government is not requesting competitive bids at this stage. The solicitation is not under FAR Part 12, which covers commercial items, but interested parties can still demonstrate their ability to supply a commercial equivalent within 15 days of the notice. The contract is managed by the Department of Defense’s Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, with a primary contact named Alison E. Harper.
