The Bureau of Reclamation has issued a Notice of Award to Rentzel Pump Manufacturing, LP, for the procurement of three close coupled vertical turbine pumps and associated components for the Canyon Ferry Dam. This single-source contract, valued at 48,659.00 dollars, was awarded under Simplified Acquisition Procedures and FAR Part 12 due to unusual and compelling urgency and the fact that Rentzel is the only manufacturer of compatible replacement parts for the existing system. The procurement is critical because only one of the three sump pumps is currently operational, creating a high risk of reservoir water inundating the dam's lower galleries between elevations 3605 and 3660 feet. Failure to replace these pumps would result in the flooding of galleries, causing significant damage to electrical components and blocking essential access required for the normal operation and maintenance of the dam. The pumps are vital for collecting water from the drain system and discharging it into the Missouri River. The contract, identified by solicitation number 140R6020Q0016 and NAICS code 333996, specifies a performance period of 70 days to mitigate these operational risks. The project is managed by the Department of the Interior's Great Plains Regional Office based in Billings, Montana.

This Special Notice is a Notice of Award to Rentzel Pump Manufacturing, LP, for three close coupled vertical turbine pumps and components for the Canyon Ferry Dam. The Bureau of Reclamation has determined not to compete this contract, pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source and (FAR) 6.302-2, Unusual and Compelling Urgency. Only certain components of the sump pump system are being replaced, and only Rentzel Pump Manufacturing manufactures compatible replacement parts. The Dam's sump pumps are required to keep the lower galleries of the Canyon Ferry Dam from becoming inundated with reservoir water. The pumps collect the water that is captured in the drain system within the dam and pump this water up so that it drains into the Missouri River. Without these pumps operating, all the galleries between elevation 3605 feet and 3660 feet would fill with water. There are electrical components in these galleries, which would become damaged if this were to happen. Also, access to these galleries would be lost until the pumps were operable again. Access to these galleries is necessary for normal operation and maintenance of the dam. Currently, only sump pump #3 is operational, with pumps #1 and #2 being out of service. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. This procurement was conducted using Simplified Acquisition Procedures with only one source reasonably available as well as urgent and compelling due to the reasons stated above. The government used FAR Part 12 to purchase these sump pumps. Contact Information: Senthia Bruns Contracting Officer Missouri Basin Region Bureau of Reclamation Billings, MT contact@example.gov
