44 Street Widening

The City of Lloydminster has issued solicitation number 2632026 for the 44 Street Widening project, with sealed bids due by 2:00 PM on October 08, 2026. The project involves widening the intersection of 44 Street and 39 Avenue to accommodate lane configuration changes, specifically extending the asphalt concrete pavement on the south side of 44 Street to create an eastbound right turn bay. The scope of work includes the supply and installation of roadway materials, an overlay of 39 Avenue, culvert extensions, landscaping, and hot-thermoplastic pavement markings. The contractor is also responsible for identifying shallow utilities and implementing a Traffic Accommodation Plan, while the owner will handle the relocation of streetlights. This is a unit price contract where the owner reserves the right to select the most advantageous bid based on price, bidder qualifications, financial capability, and past performance. Pre-qualification is required, and submissions must include a 10% bid security, with the successful contractor providing performance and labour and materials payment bonds of at least 50% of the contract price. Liquidated damages are set at 1,000 Canadian dollars per day. Payment will be made via progress payments within 28 days of invoice certification by the engineer. Bidders must provide documentation of safety accreditation from a provincial government in conjunction with an Alberta or Saskatchewan Safety Association.
