The Phelps School District is seeking proposals for Category 2 internal connections to serve two elementary schools and one high school. The project includes the procurement of approximately 23 wireless access points supporting WiFi 6/6E with a preference for five year licenses, three 48 port POE switches with Layer 3 Lite capabilities and five year licenses, and two 2000VA uninterruptible power supplies. Additionally, the contract requires appropriate DAC cabling for switch stacking and comprehensive installation, configuration, and activation services for all hardware. Vendors must provide detailed specifications for the UPS units, including plug types and runtime loads, and ensure all proposed hardware meets or exceeds the listed manufacturer standards. The district will prioritize the most cost effective proposal, though product capabilities and the quality of the submission will also be considered. Bidders are required to sign and attach the Proposal Overview document and must avoid automated or robotic responses to avoid disqualification.

-Important Reminders to Service Providers/Vendors: -1. Read the Proposal Overview (file name: Proposal Overview 2BSIGNED Not an RFP) downloadable from the 470 application RFPS. Note: remember to add the manufacturer to the line item in the price proposal, either in a separate column, or within the item description, if relevant.- -2. Once downloaded sign the Proposal Overview and name the file Proposal Overview - Service Provider (Actual Service Provider Name Inserted)- -3. Be sure to include this Proposal Overview file as an attachment to your submitted proposal to the district.- -4. Reminder: The 470 application provides the District's best estimate of the number of items we are seeking in the "Quantity" field in order to indicate to potential service providers the size and scope of our project in the 470. Service providers are free to propose a higher or lower number in their proposals based on their assessment of our needs, if the proposals are clearly responding to our needs as described in the FCC Form 470. Cat1 requests are a bit more restrictive, but can provide a range of defined bandwidths.- -5. The District will select the most cost-effective proposal. The price of the eligible products and services must be the primary factor in the evaluation, but does not have to be the sole factor. The District will also consider additional factors such as the capabilities of manufacturer products/services proposed. The most effective fit between the service provider and the District, from the District's perspective, will be considered. The service provider's actions to construct a proper proposal per the District's expectations will also be evaluated. The District may consider other factors at their discretion. The District values valid clinical communication that does not provide an unfair advantage over any other participating service providers. For emphasis again: Price will be the highest weighted factor in the evaluation of proposals.-
