Hidalgo County is soliciting proposals under RFP No. 26-0480-11-06-03-REBID for a cloud-based customer management software solution for the Community Service Agency. The objective is to implement a scalable, secure, and user-friendly system to manage the full client-service lifecycle, including application intake, eligibility determination, service authorization, and compliance reporting. Key requirements include a bilingual English and Spanish responsive portal for client intake, mobile-friendly accessibility, and support for a minimum of 40 users. The project involves software licensing, data migration, user training, and ongoing hosting and maintenance. The solicitation was released on October 24, 2026, with a response deadline of November 6, 2026, at 3:00 PM CST. Award decisions will be based on a points-based evaluation where pricing is not the sole criterion; the process includes a preliminary evaluation followed by negotiations and a request for a Best and Final Offer. The contract is subject to various federal and state regulations, including 2 CFR 200, the Texas Prompt Payment Act, and Title VI of the Civil Rights Act. Vendors must provide proof of insurance, SAM.gov registration, and certification regarding debarment. The White Lake School District is seeking proposals for Category 2 Managed Internal Broadband Services for existing equipment across three locations, including an elementary, middle, and high school. The scope of work involves the management of approximately seven switches, 28 wireless access points, and one firewall. Vendors must provide detailed identification for each managed device, including the manufacturer, description, and product number, and must include specific costs for installation, configuration, and activation for each service request. The district prefers a one-time annual cost structure over recurring monthly fees and encourages the election of a SPI discount. While the district will consider product capabilities and the overall fit of the service provider, price will be the primary and highest weighted factor in the evaluation process. To avoid disqualification, bidders must submit a signed Proposal Overview document and avoid automated or robotic responses. All proposals must adhere to the district's local procurement regulations and be submitted by the February 16, 2026, deadline.

-Important Reminders to Service Providers/Vendors: -1. Read the Proposal Overview (file name: Proposal Overview 2BSIGNED Not an RFP) downloadable from the 470 application RFPS. Note: remember to add the manufacturer to the line item in the price proposal, either in a separate column, or within the item description, if relevant.- -2. Once downloaded sign the Proposal Overview and name the file Proposal Overview - Service Provider (Actual Service Provider Name Inserted)- -3. Be sure to include this Proposal Overview file as an attachment to your submitted proposal to the district.- -4. Reminder: The 470 application provides the District's best estimate of the number of items we are seeking in the "Quantity" field in order to indicate to potential service providers the size and scope of our project in the 470. Service providers are free to propose a higher or lower number in their proposals based on their assessment of our needs, if the proposals are clearly responding to our needs as described in the FCC Form 470. Cat1 requests are a bit more restrictive, but can provide a range of defined bandwidths.- -5. The District will select the most cost-effective proposal. The price of the eligible products and services must be the primary factor in the evaluation, but does not have to be the sole factor. The District will also consider additional factors such as the capabilities of manufacturer products/services proposed. The most effective fit between the service provider and the District, from the District's perspective, will be considered. The service provider's actions to construct a proper proposal per the District's expectations will also be evaluated. The District may consider other factors at their discretion. The District values valid clinical communication that does not provide an unfair advantage over any other participating service providers. For emphasis again: Price will be the highest weighted factor in the evaluation of proposals.-
Requested services (1 line item): - Category 2 — Managed Internal Broadband Services — Existing Equipment
State/local procurement requirements: The district has policy and administrative regulations regarding purchasing requirements. Please contact the Technical Contact to acquire detailed rules and information that may be relevant to the negotiation processes.
