This contract involves the procurement of two units of a specific valve seat identified by NSN 1H-4820-017117573-PP and TDP version 002, to be delivered to two Department of Defense locations: one at the DLA Distribution center in New Cumberland, Pennsylvania, and another at the DLA Distribution center in Tracy, California. The government does not possess rights to the technical data necessary to acquire or repair the part from any alternate sources, and reverse engineering the part is deemed uneconomical. As a result, the contract is planned to be awarded through a sole-source negotiation process under FAR 6.302-1, with only one source solicited directly. While the action is a sole-source solicitation, the government invites all interested and capable sources to express interest or submit proposals within 45 days, or within 30 days if under an existing Basic Ordering Agreement. Any decision not to compete further will be at the government’s discretion based on responses received. This procurement is managed by the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania, with Melissa A. Furness as the primary point of contact. The acquisition does not follow the commercial item acquisition policies under FAR Part 12, although interested parties may still propose meeting the requirement with a commercial item within 15 days of the notice. Award will only be made if the offeror, product, or manufacturer meets required qualifications at time of award, as stipulated under FAR clause 52.209-1. The solicitation provides details on where to obtain additional qualification information, emphasizing the government's intent to ensure compliance and suitability from the selected offeror.
