The National Guard Bureau, through the United States Property and Fiscal Office for Oregon, plans to award a sole source contract to Astronics DME Corporation for an upgrade to the existing Model 13505 Common EO Test System. This upgrade includes the acquisition of the Black Spot Tester Model 13657, which attaches to the current system and, along with a software upgrade, enhances the testing of Image Intensifier Assemblies used in various night vision devices such as the Enhanced Night Vision Goggle (ENVG), Night Vision Monocular, and Aviator's Night Vision Imaging System. The enhanced testing capabilities will automate the detection of black spot defects on these components, reducing the human error inherent in the current manual inspection process and improving evaluation accuracy, thereby minimizing the unnecessary disposal of acceptable tubes. Additionally, the upgrade incorporates software updates for testing programs related to the AN/PSQ-20 ENVG and AN/PVS-14 Night Vision Monocular tubes, ensuring compliance with military specifications for black spot size. It also includes integration of a Santa Barbara Infrared Model 13655 Laser Rangefinder tester and test program sets for laser rangefinders used in devices like the Mark VII series and AN/PED-3A Vector 21. Astronics DME is the sole source supplier capable of providing this compatible equipment and software upgrade. The contract will be firm fixed price and is subject to FAR 13.106-1(b)(1) sole source procurement rules, with any other interested responsible sources invited to respond before a specified deadline, after which the sole source contract will be finalized with Astronics DME Corporation. The place of delivery is Clackamas, Oregon.
