49 Wrangler Road 36-inch Corrugated Metal Pipe Repair Project

The Ventura County Watershed Protection District is undertaking the repair of a deteriorated 36-inch corrugated metal pipe at 49 Wrangler Road in Simi Valley, California, to address structural failure caused by corrosion and erosion damage observed after the 2023/2024 storm season. The pipe, which conveys residential stormwater runoff from Wrangler Road to Bus Canyon Drain in Challenger Park, requires rehabilitation within a 15-foot-wide right-of-way easement on private property. Approximately 145 feet of the pipe, from the central manhole cover to a downstream concrete collar, will be restored using a cement-sand slurry fill and cured-in-place pipe lining, while the final 21 feet from the collar to the headwall will be completely replaced with 36-inch Class I Reinforced Concrete Pipe. The existing concrete headwall will be demolished and replaced with a new 6-foot-high, 25-foot-long, 4-foot-wide trapezoidal structure constructed of grouted 1-ton rock riprap, resulting in a minor footprint increase of 88 square feet. Eroded areas will be cleared of debris and oversized rocks, then backfilled with 70 cubic yards of imported earthen material sourced from the Runkle Stockpile and compacted to 90% relative density. All work is confined to the easement and occurs outside the bed or bank of Bus Canyon Creek. Access to the site will be via Wrangler Road and the Bridle Path Homeowners Association trail, with no mature trees scheduled for removal. Biological surveys will be conducted before and during construction to protect nesting birds and other sensitive resources, and all activities must comply with Best Management Practices outlined in the 2008 Final Program Environmental Impact Report, as well as applicable state and local environmental permits. The project is set to begin June 9, 2025, and conclude on July 7, 2025, with a 20-day work window. The agency does not provide contract value, pricing, federal acquisition regulation clauses, or formal invoicing or payment instructions, as this is a locally administered civil works project governed by environmental compliance and public agency procedures rather than federal procurement rules. The project is exempt from small business set-asides, and the offeror is a public agency, eliminating the need for standard federal representations or socioeconomic certifications.
