The California Army National Guard’s Region IX Homeland Response Force is seeking a Service-Disabled Veteran-Owned Small Business to provide comprehensive support for two major training exercises: the Supported Collective Training Exercise (SCTE) scheduled for August 9–13, 2026, and the External Evaluation (EXEVAL) April 8–13, 2027. The contract, issued under solicitation W912LA26QA015 with a firm fixed price structure, requires the contractor to supply all personnel, equipment, materials, and logistical support necessary to conduct realistic, standards-based training. Key deliverables include qualified role players, moulage and clothing, weighted manikins, simulants like Glo Germ, structural collapse venue reset services, latrines for the duration of both events, and two ambulances for real-world medical support. Catered meals—breakfast, dinner, and sack lunches—must meet CAARNG menu standards, be prepared on the day of delivery, transported in insulated carriers maintaining temperatures above 140°F for hot and below 40°F for cold items, and include single-use utensils, napkins, and condiments. Special dietary needs must be clearly labeled and accommodated as specified by the unit point of contact 24–48 hours in advance. The contractor must also submit a detailed Quality Control Plan within ten days of award and daily status reports via email in PDF format on contractor letterhead by close of business each training day, followed by a close-out report within seven days after the end of each exercise’s performance period. Invoicing must be processed through the Wide Area WorkFlow system with all documentation compliant with FAR 52.216-7, and all government property must be secured at the conclusion of each workday. Personnel must be fully trained, licensed, and certified without reliance on government-provided instruction, and the contractor must comply with strict food safety regulations, including holding a current Food Manager’s Certificate. The solicitation enforces stringent compliance with federal acquisition regulations, including prohibitions on subcontractor sales to the government, contractor identification, cybersecurity safeguards, and protections against trafficking and inverted domestic corporations. Offerors must submit proposals in three volumes—technical, past performance, and price—each capped at ten pages, with adherence to format and inclusion of UEI, CAGE code, and signed certifications required for responsiveness.
