Schriever SFB is potentially acquiring services to maintain the HSQ Energy Management Control System (EMCS) that is located on Schriever. The description of the requirement is as follows:
The contractor shall perform nonpersonal services on the HSQ Energy Management Control System (EMCS) consisting of: firmware updates, software updates, graphics updates, automation controls analysis & optimization, emergency on-line response and emergency on-site response at Schriever Space Force Base (SFB). The contractor may be called upon to provide support in addition to these services via work order (WO).
HSQ has proprietary rights over the system. The 50th Civil Engineering Squadron is seeking information from industry. This conreatc is intended to be written as a sole source to HSQ Tech, Inc. Please see attached PWS for the scope of the contract. Please see the following questions:
1) Can your company dispute the claim that HSQ Tech, Inc. is the only company that can maintain the HSQ EMCS systems on Schriever SFB?
2) If so, please give information on how.
3) Also, if so, is your company a small business?
