Description of Requirement:
The Department of the Air Force intends to award a sole source contract to Watermark Risk Assessment International LLC for a risk assessment and training of Enterprise Protection Risk Management on Schriever Space Force Base.
This requirement is for Schriever SFB Enterprise Protection Risk Management. This requirement includes the following services:
-Conduct training on the IDRMP/Risk assessment process and utilization of USAF System of Record (EPRM)
-Conduct criticality assessment training
-Review and provide recommendations for security of assets identified on the Critical Asset Listing
-Conducts Threat Assessment Training
-Validates threat information received
-Conduct Risk and Risk Tolerance training
-Conduct COA Determination training
-Support and oversight of final risk acceptance report for presentation to Installation Commander
SOLE SOURCE JUSTIFICATION:
This acquisition is being conducted on a sole source basis to Watermark Risk Assessment International LLC under the authority of RFO 6.103-1 (Only One Responsible Source) and 10 U.S.C. 3204(a)(1). After conducting market research and a sources sought, the only vendor that can provide both a risk assessment and the required training for Schriever SFB is Watermark Risk Assessment International LLC. All other attempts to find other companies that provided similar services to satisfy DAFI 31-101 requirements were unsuccessful. Other companies could provide the service, but can not provide training for the program managers. This would result in reliance of other companies to conduct the Risk Assessment annually, at each installation and GSU, costing the Government approximately $100,000 annually. The training provided by Watermark allows the current program managers the training to execute the risk assessments across all GSUs they are responsible for.

RESPONSE TO THIS NOTICE:
This is a presolicitation notice only. No quotes or proposals are being requested at this time. A solicitation will be issued directly to Watermark Risk Assessment International LLC as the sole source contractor. This notice is being posted to satisfy the requirements of RFO 5.101 for acquisitions using the authority at RFO 6.103-1. Interested parties may submit capability statements or information relevant to this requirement; however, this is a sole source acquisition and the Government does not intend to award to any other contractor.
