VB-25 Tube Bender Troubleshooting TrainingThe Naval Air Warfare Center Aircraft Division (NAWCAD) in Lakehurst, New Jersey, plans to award a sole-source firm-fixed-price contract to Numalliance-North America, Inc. for troubleshooting training related to the VB-25 Tube Bender, a critical tool used within the V-22 Program. This contract will cover the provision of personnel, materials, and transportation necessary for conducting training sessions aimed at Subject Matter Experts and fleet personnel. The sole-source nature of this contract is justified under statutory authority, as Numalliance is the original equipment manufacturer and sole capable source of the VB-25 Tube Bender’s technical data, with no authorized distributors able to meet the Government’s requirements. The Government does not own the technical data and Numalliance will not sell it, necessitating the sole-source approach. The anticipated contract requires compliance with Cybersecurity Maturity Model Certification Level 1 to ensure secure handling of Federal contract and controlled unclassified information. This solicitation is informational only and is not a request for competitive proposals, although interested parties may submit capability statements for consideration to determine if competition is warranted. Subcontracting opportunities are to be pursued directly with Numalliance. The Government makes no commitment to issue solicitations, award contracts, or reimburse any costs incurred by interested parties prior to contract award. All proposals must be submitted electronically, with the offerors registered in the System for Award Management (SAM) before being eligible for contract award. The place of performance for the training is Cape May City, New Jersey, and the responding deadline is June 26, 2026.

The Canadian Nuclear Safety Commission (CNSC) is seeking information through a Request for Information (RFI) to assist in defining requirements and procurement strategy for training designed to address workplace harassment and violence. This initiative stems from concerns identified in the Hazard Prevention Program and Workplace Harassment and Violence Prevention Assessment, recognizing that CNSC employees may face uncivil behavior during interactions with third parties, clients, or the public. The objective is to mitigate risks of escalation by equipping employees with situational awareness and verbal de-escalation skills, aligning with the organization’s commitment to equity, diversity, and inclusion. The training aims to enhance employees’ ability to recognize and respond effectively to potentially harassing or aggressive behaviors. The CNSC is requesting information on the availability and adaptability of existing training programs or the need to develop a new customized training solution. Respondents are also asked to provide cost estimates for customization or new development, as well as details on the expertise required to design and deliver such training. The RFI was posted on January 27, 2026, with responses due by February 12, 2026, and is intended to inform the final approach to implementing this critical learning initiative within the federal agency.

Purpose of this RFI The purpose of this RFI is to obtain information before finalizing the requirements definition and procurement strategy for the subject project which is being carried out by the Canadian Nuclear Safety Commission (CNSC). The Hazard Prevention Program (HPP) and the Workplace Harassment and Violence Prevention Assessment (WHVPA) have identified situations where CNSC employees may encounter uncivil behaviour during interactions with third parties, clients, or members of the public. Such behaviours can escalate into harassment, discrimination or violence if not addressed effectively. To mitigate these risks, one of the recommended strategies is to provide employees with situational awareness and verbal de-escalation training. This training will help reduce the likelihood of workplace harassment and violence, while supporting the CNSC’s learning priorities, particularly those related to equity, diversity, and inclusion. It will also strengthen employees’ ability to recognize and respond appropriately to potentially harassing, aggressive, or violent behaviours. We are seeking information on the following: • Availability of existing training programs that could be customized for CNSC needs, or whether a new training module would need to be developed. • Estimated cost for customizing an existing program or developing a new solution. • The type of expertise and knowledge required to design and deliver training on this topic. The details of the project and requirements are further outlined in Annex “A” – Statement of Work to this RFI.
