This contract involves establishing a one-year Standing Price Quote (SPQ) for a specific National Stock Number (NSN) within the 5120 Federal Supply Class, specifically for a combination wrench set. The NSN is part of the General Services Administration’s (GSA) Stock Program and will be included in a forthcoming formal solicitation. Offers must be FOB destination and comply with certain specialized clauses related to procurement restrictions, bar coding, source inspection, and packaging material standards applicable to the European Union. Estimated quantities are based on historical usage over the past three years. The awarding decision will be made to the responsible offeror whose proposal is most advantageous to the government, considering price, past performance, and delivery. Notably, past performance combined with delivery is weighted more heavily than price in the evaluation process. Vendors without a prior GSA performance history may submit references to demonstrate their capabilities. Interested offerors should submit their bids by June 16, 2005, by fax to the designated Contract Specialist, Amy Lara. Past performance information will be gathered from GSA’s Administrative Contracting Office in Chicago, Illinois, and the evaluation will favor companies demonstrating proven delivery reliability and satisfactory past work with GSA or, if new, credible references. The solicitation pertains to the purchase of wrench sets under NAICS code 332212, which relates to the manufacturing of hand and edge tools. Questions about the solicitation may be directed to Amy Lara for clarification prior to submission.
