The contract establishes a standing price quote (SPQ) not to exceed one year for a single National Stock Number (NSN) within the 5133 Federal Supply Class, which is part of the GSA's Stock Program. This NSN will be included in an upcoming formal solicitation, with all offers required to be FOB destination. The contract incorporates standard GSA stock tool order clauses as well as specific provisions related to procurement restrictions, bar coding, source inspection, and packaging material requirements. Quantities are estimated based on historical usage over the past three years, and awards will be made to the responsible offeror whose proposal is most advantageous to the government considering past performance, delivery, and price, with past performance and delivery weighted more heavily than price. Evaluation criteria emphasize past performance and delivery, with GSA's Administrative Contracting Office in Chicago assessing past performance information. New offerors without prior GSA performance history may submit references to demonstrate their capabilities. In cases where proposals are essentially equal, the contractor offering the lowest price will be selected. Interested parties are instructed to submit offers by May 18, 2005, to Contract Specialist Amy Lara via email or fax, with contact details provided for inquiries. The solicitation references NAICS code 332212 and includes pertinent contract-specific clauses to ensure compliance with government procurement standards.
