AI Contract Overview
The 514th Air Mobility Wing is soliciting Blanket Purchase Agreements (BPAs) for commercial lodging services at Joint Base McGuire-Dix-Lakehurst in New Jersey, with the goal of establishing multiple fixed-rate agreements to support reserve training and drill weekends. Hotels must be located within New Jersey and no more than a 30-mile driving radius from JB MDL, with rates strictly compliant with DoD lodging per diem limits unless explicitly authorized. Offerors must submit a completed price list, technical documentation proving their ability to meet all service requirements, business information, and proof of active SAM registration. The solicitation requires strict adherence to the Performance Work Statement, including 24/7 check-in and check-out services, non-smoking rooms, occupancy limits of two per room with shared bathrooms, secure locking mechanisms, and submission of annual fire, sanitation, health, elevator, and pest control records. All invoices must be itemized and sent to a designated address, and payment will be processed via Government Purchase Card upon receipt of a valid invoice. The BPAs will have a five-year ordering period from July 1, 2026, to June 30, 2031, with a master dollar limit of $1,000,000 and a per-order cap of $25,000. Evaluation is based on a pass/fail technical acceptability gate—failure to meet location, service, or regulatory requirements results in immediate disqualification—and price fairness and reasonableness, with awards going to those most advantageous to the government. The contract incorporates numerous FAR and DFARS clauses covering cybersecurity, security prohibitions, whistleblower rights, payment compliance via WAWF, and anti-corruption measures. All vendors must maintain active SAM status throughout the contract lifecycle and provide detailed administrative data including legal name, UEI, CAGE code, and business size under NAICS 721110. Contractors must also comply with stringent installation access protocols including background checks, submission of personnel details (name, SSN, DOB, passport info for non-U.S. citizens), badge return procedures, and coordination with base security forces. Antiterrorism awareness training is mandatory, and noncompliance may result in debarment from the installation. Submissions must be made by email prior to the June 8, 2026 deadline, and quotes must remain valid for 180 days. Questions must be submitted by May 25, 2
