The US Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) plans to issue a sole source contract to Science Applications International Corporation (SAIC) for the purchase and delivery of forty-four IKE 504 kitsets. These hand-held Geographic Information System (GIS) devices are uniquely equipped with a Selective Availability Anti-Spoofing Module GPS receiver, digital camera, inclinometer, compass, and a laser designator capable of targeting up to 1,000 meters, all integrated into a single portable unit. The IKE device is specifically required because it is the only compatible handheld system that supports the GATER software utilized by ERDC and the Army Corps of Engineers, offering necessary features such as GPS, camera, voice recorder, laser rangefinder, and a Windows-Mobile-based PDA interface. The procurement will be conducted under the Simplified Acquisition Procedures with a firm-fixed-price contract and must be delivered within 90 to 140 days after the award. This acquisition is justified as a sole source under FAR 6.302-1 due to the unique capabilities of the IKE device fulfilling agency requirements with no reasonable alternatives. Although this is not a competitive solicitation, interested and responsible parties are invited to submit capability statements or proposals by a specified deadline for consideration. The NAICS code for this procurement is 334290, covering Other Communications Equipment Manufacturing, with a small business size standard of 750 employees.
