52--Sole Source Notice of Intent

ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Trimble Navigation Limited, 5475 Kellenburger Road, Dayton, Ohio 45424-1013 for a GXA LiDAR with TSC2. This procurement is being conducted under Simplified Acquisition Procedures (SAP), only one responsible source and no other supplies or services will satisfy agency requirements. Trimble is a long time collaborator with ERDC. Trimble manufacturers and distributes TC2 systems and LiDAR systems, which ERDC currently utilizes. The GXA LiDAR with TSC2 must be compatible with the equipment ERDC currently maintains. Therefore, it is vital to the project that continuity of the system remains; therefore, no other company could perform this enhancement and integration. The government intends to acquire a commercial item using FAR Part 12. Interested organizations must be registered with GSA. These organizations may submit their capabilities/qualifications to perform the effort in writing to the identified point of contact no later than 0700 hrs Central Time Zone on 12 June 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
