AI Contract Overview
The United States Coast Guard, through the Surface Forces Logistics Center, intends to award a sole-source purchase order under Simplified Acquisition Procedures for an original equipment manufacturer MEATEST 6040 Panel Meter Calibrator to TEST, LLC, as the only source capable of providing a unit fully equivalent in form, fit, and function to the required specification. This procurement supports the transition from the obsolete ARBITER Systems Model 1040C to meet fleetwide calibration needs for critical shipboard panel meters, with the equipment to be delivered no later than December 1, 2026, to the designated delivery address in Norfolk, Virginia. The requirement is structured as a Total Small Business Set-Aside under NAICS Code 334515, and the award is justified by the government’s determination that only one source can satisfy the technical and functional requirements, supported by documentation including a Justification for Other Than Full and Open Competition and a Sole Proprietor Letter from the OEM. The contract includes mandatory delivery of a five-year warranty and an NIST Traceable Z540 calibration certificate, with FOB destination terms applying. Industry participants are invited to submit a Capability Statement demonstrating their ability to meet the OEM-equivalent specification, but pricing information must not be included. Submissions must provide detailed company information including CAGE code, UEI number, business size, NAICS classification, and small business status, along with a narrative describing technical capability, supporting documentation proving form, fit, and function equivalency, and any recommendations or concerns. All responses must be submitted in writing via email to Karla P. Balint by 10:00 AM EST on June 22, 2026, with the exact subject line specified, and oral submissions are prohibited. The government retains the right to evaluate responses using market research, prior purchase data, current price lists, and the Independent Government Cost Estimate to determine a fair and reasonable price prior to award. Information marked proprietary will be protected, and the notice itself is non-binding and subject to change.
