The contract is for the procurement of 109 protective dust and moisture seal covers under an indefinite delivery contract with a maximum value of $350,000, issued by the Defense Logistics Agency under solicitation SPE7LX-26-U-9523. The item, identified by NSN 5340-01-675-2360, must meet stringent technical and quality specifications outlined in the DLA Master List of Technical and Quality Requirements, including surface coating requirements per Note 6 and strict prohibitions against Class I ozone-depleting chemicals and mercury or mercury compounds in both the product and its packaging, except for limited functional applications such as batteries or sensors. Compliance with MIL-STD-2073-1E for packaging and preservation, MIL-STD-129 for marking and labeling, and MIL-STD-130N for identification of U.S. military property is mandatory, with all shipments subject to standardized barcoding and hazard communication requirements under 29 CFR 1910.1200. Proposals must be submitted electronically via the DIBBS portal by the deadline of August 25, 2026, and will be evaluated under a trade-off process considering both price and non-price factors. Contracts resulting from this solicitation will be managed under an indefinite delivery framework with delivery orders issued within a one-year base period and deliveries required to be completed within 116 days after award. Payment must be processed electronically through WAWF in compliance with DFARS requirements, and failure to comply with environmental restrictions, export controls, labeling standards, or cybersecurity obligations under DFARS 252.204-7012 will constitute a material breach. The Government retains full inspection and acceptance authority at origin, and contractors are bound by clauses mandating compliance with sustainable practices, employment eligibility verification, anti-trafficking measures, whistleblower protections, and safeguarding of covered defense information.
