The U.S. Department of Commerce, through the National Oceanic and Atmospheric Administration (NOAA), intends to negotiate a sole source contract with Vertex Plastics, Inc. for the procurement of four specialized fiberglass shelters. These shelters are designed to support the Air Force's 449 MHz radar wind profiler systems at Tethered Aerostat Radar System sites and must adhere to stringent specifications, including withstanding wind speeds up to 150 mph, constructed from a seamless fiberglass outer and inner shell with foam insulation, and excluding plywood framing. The shelters are engineered to accommodate heavy equipment with lifting points capable of managing the shelter’s weight plus additional loads such as two 300-pound air conditioning units and 2,000 pounds of interior equipment. Additional requirements include fiberglass walls, floors, and ceilings with R-11 insulation minimum, a three-foot by seven-foot marine-grade, watertight exterior door, and ensuring the shelter is airtight with low heat transfer. This acquisition falls under the simplified acquisition procedures (FAR Part 13), not exceeding $100,000, and is solicited without competitive bidding, though information may be sought to assess whether competition would serve government interests. The solicitation number is NRMAL0507011KAR, with the anticipated award date on November 17, 2004. The procurement effort is managed by NOAA in Seattle, WA, with Kelly A. Rima as the purchasing agent. Contractors interested or seeking further information are directed to comply with registration requirements via the Central Contractor Registry and submit inquiries in writing, preferably by email. This approach ensures the government meets the technical and operational needs critical for radar system deployment in challenging environments.
