The Department of Commerce's National Institute of Standards and Technology (NIST) plans to negotiate a sole source contract with Mitech Consulting, Inc. for follow-on work related to the development and testing of the Federal Information Processing Standard (FIPS) 140-3, which addresses security requirements for cryptographic modules, as well as strategies for revising Handbook 150-17 on Cryptographic Module Testing. This sole source award is justified due to Mitech's specialized expertise and hands-on experience with cryptographic test methods closely aligned with NIST’s current programs, including PIV and wireless 802.11b security networks. Utilizing Mitech's existing technologies and methodologies ensures consistency, continuity, and cost control, while also mitigating risks of project delays and duplication of government expenses that would likely result from involving other sources. NIST intends to issue a firm-fixed-price purchase order to Mitech Consulting for services covering the period from August 15, 2007, through December 15, 2007. Although this notice is not a solicitation for competitive proposals, interested parties may submit inquiries by email by August 10, 2007, for government consideration in determining whether to conduct competition in the future. Communications are limited to email, with no solicitation packages being issued, and all decisions on whether to proceed without competition remain at the government's discretion. The contract specialists overseeing this procurement are available for contact via email for further information.

The Department of Commerce, National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, with Mitech Consulting, Inc, 2634 Glengyle Dr., Vienna, VA 22181-5530. The current requirement is for the follow-on work in the development of NIST Federal Information Processing Standard (FIPS) 140-3: Security Requirements for Cryptographic Modules and strategies for the revision to Handbook 150-17: Cryptographic Module Testing. The sole source is based on the Mitech?s in-depth knowledge and hands-on implementation skills in cryptographic based test methods as related to NIST current PIV program and wireless 802.11b ad-hoc network security as related to NIST FIPS 140-3. Mitech technologies and test methods are required to support the existing FIPS 140-3 for purposes of uniformity, continuity of services, cost control, and will avoid the risk of critical work delay. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. NIST intends to issue a Firm-Fixed-Price purchase order to Mitech Consulting, Inc. for the continuing effort unless other sources are identified before response date to this posting. The period of performance shall be August 15, 2007 through December 15, 2007. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to this requirement. Inquires will ONLY be accepted via email to contact@example.gov. The government will consider responses received by August 10, 2007, 3:00:00 P.M., EST. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
