The 49 Contracting Squadron at Holloman AFB, New Mexico, intends to award a sole source contract to Universal Fabric Structures, located in Quakertown, Pennsylvania, for the procurement of replacement parts for dome shelters. This action is justified under statutory authority 10 USC 2304 (c)(1) and FAR 6.302-1(d)(2), which allows for contracting without competition when only one responsible source is capable of satisfying the government’s requirements. The replacement parts are for existing portable shelters previously manufactured by Universal Fabric Structures, and it has been determined that reproducing compatible products from any other supplier would involve significant duplication of cost and effort, making competition impractical. The acquisition falls under Federal Supply Class 5580 and NAICS code 339999, adhering to FAR Part 12 regulations. Interested firms were invited to submit their qualifications and capabilities by March 28, 2005, to help determine if a competitive procurement was feasible, although the government holds full discretion over whether the contract will proceed competitively. This notice is not a solicitation for quotes or proposals. Points of contact for this procurement effort include Joyce Frost and TSgt Laura Buehler, both reachable via phone and email at Holloman AFB. The contract aims to support the operational readiness of the Air Force by ensuring the availability of essential replacement components for their specialized portable shelter systems.
