54--NOTICE OF INTENT TO SOLE SOURCE

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement to purchase the Aluminum Logistic Military Airfield Take-off and Landing Surfaces (ALMATS) mat system for Remote Piloted Aircraft (RPA) and support vehicles. The ERDC intends to issue an award to Alfab, Inc., DBA STAIRCO, 220 Boll Weevil Cir E, Enterprise, AL 36330-3348, on a sole source basis. The Airfields and Pavements Branch (APB) of the U. S. Army Engineer Research and Development Center (ERDC), Vicksburg, MS, has been tasked to evaluate matting systems that can potentially be used to provide operating surfaces for Remote Piloted Aircraft (RPA) and support vehicles. The ALMATS mat system is the identified system to be evaluated. To determine if the mat system is suitable for RPA operations, the ALMATS mat system needs to be purchased and evaluated through full-scale testing. Alfab, Inc. is the sole manufacturer and provider of the ALMATS mat system. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 332312 with a size standard of 500 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
