5450 Lincoln Blvd

The City of Los Angeles is overseeing the demolition of an existing medical office building and surface parking lot at 5450 and 5390 South Lincoln Boulevard to facilitate the construction of a new residential Eldercare Facility. The project consists of a six-story building with a total floor area of 66,190 square feet and a height of 65 feet 6 inches. The facility will provide 75 units in total, including 55 units for Assisted Living or Independent Living and 20 units dedicated to Alzheimer’s, Dementia, and Memory care. Site amenities include 80 parking spaces across the ground and second levels, solar energy infrastructure, electric vehicle charging stations, bicycle access, and improved streetscapes with active building facades and landscaping. The project is governed by the C2(PV) zone and the Playa Vista Specific Plan, aligning with the city's General Plan and Housing Element. It has been granted a Class 32 Categorical Exemption under CEQA. Strict adherence to regulatory standards is required, including the Los Angeles Green Building Code, California Building Code seismic standards, and the City of Los Angeles Noise Ordinance. Additionally, the project must implement a methane mitigation system approved by LADBS, DOGGR, and LAFD, and comply with all Department of Building and Safety Geology and Soils Report requirements.
