The contract involves a sole source, firm-fixed-price purchase order with Arrow Acoustics for the procurement and installation of 3Form resin panels and Snowsound acoustic tiles and panels. This action aims to maintain aesthetic standardization across specified government facilities. The procurement is justified under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, as only Arrow Acoustics is capable of fulfilling the requirement due to their status as the sole certified local installer of 3Form panels. The government intends to negotiate exclusively with this source unless interested parties demonstrate their capability to meet the requirements, which would prompt a competitive procurement process. The notice clarifies that it is not a solicitation for competitive proposals, and no solicitation documents will be issued. Responses from other potential suppliers are only sought to determine if competition is feasible; if none are received, the sole source process will proceed. Any interested parties must provide detailed evidence of their ability to meet the requirements by the deadline of June 8, 2018, with submissions directed via email to a designated government contact. The contract, posted by the Department of Veterans Affairs’ Network Contract Office 21 located in Mather, California, is identified with solicitation number 36C26118Q9176 and falls under NAICS code 325211, which covers the production of resin materials.
