Naval Special Warfare Group One in San Diego, California, plans to award a sole source firm fixed price contract to Superior Ready Mix Concrete, LP, located in Escondido, California, for the on-call delivery of specific construction materials. The procurement is authorized under 10 U.S.C. 2304(1) and FAR 6.302-1 as a simplified acquisition due to the contractor being the only known source capable of fulfilling the requirement. Deliveries must be coordinated within a two-hour window based on the barge loading schedule, with a tentative starting delivery date of April 1, 2008. Interested parties are invited to submit written responses including technical and pricing details by 10:00 AM PST on March 1, 2008, though this is not a request for offers. The government will review all responses to assess if competition exists but reserves sole discretion on whether to proceed competitively.
